The Purchasing Manager will work to secure the materials, supplies, services, and equipment required to complete essential business functions. This includes all types of products, from raw materials to packaging and shipping supplies. The Purchasing Manager will implement and maintain purchasing strategies to ensure constant availability of inventory.

ESSENTIAL DUTIES & RESPONSIBILITIES

· Develop a purchasing strategy.

· Review and processes purchase orders.

· Maintain records of goods ordered and received.

· Negotiate prices and contracts with suppliers.

· Build and maintains relationships with vendors.

· Select prospective vendors and negotiates contracts.

· Review purchase orders and contracts for compliance with company and departmental policies.

· Evaluate vendors based on quality, timeliness, and price.

· Schedule deliveries and ensures timely fulfillment of orders.

· Research and evaluates vendors to compare pricing and services.

· Ensure quality of procured items and addresses problems when they arise.

· Keep up with trends in procurement and stays current with purchasing technology trends, overseeing purchase and implementation as necessary.

· Travel to vendor locations.

· Distribute purchasing information to involved parties including vendors, sales representatives, and employees.

· Collaborate with other departments and leadership to identify and develop needs and requirements for equipment, materials, products, and acceptable substitutions.

· Assess current material availability and reasonably predicts future availability based on the market, delivery systems, and other variables.

· Act as the company’s representative in negotiations with suppliers.

· Develop and maintains inventory databases for supplies and materials used.

· Resolve worker grievances or submits unsettled grievances to the next step for action.

· Prepare an accurate and up to date timesheet and attendance record in Scissortail for all employees, along with complete and accurate absentee reports, vacation reports, etc.

· Observe all plant safety rules and instructs subordinates in safe operating procedures and conduct.

· Identify safety hazards and takes appropriate steps to control them.

· Regular attendance is an essential function of this job position.

This position may be assigned other duties and responsibilities as needed.

REQUIREMENTS

Supervisory Responsibility

· Hire and manage Purchasing Department employees.

· Oversee the daily workflow and schedules of the department.

· Is responsible for the overall direction, coordination, scheduling, and evaluation of these employees.

· Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.

· Responsibilities include planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Qualifications

Education / Experience

· High school diploma or general education degree (GED) preferred; and 5 years related experience, with a background in purchasing/procurement; or equivalent combination of education and experience.

· Bachelor’s degree in related field highly preferred.

Comprehension and Communication Skills

· Ability to read and understand documents such as safety rules, operating instructions, maintenance instructions, and procedure manuals.

· Ability to carry out instructions given in written or oral form.

· Ability to write reports and correspondence.

· Ability to speak effectively among groups of employees.

· Thorough understanding of purchasing procedures and policies, as well as the ability to read, interpret, and explain said procedures and policies.

· Excellent verbal and written communication skills with proven negotiation skills.

· Ability to exercise tact, courtesy, and ethics when dealing with vendors, coworkers, and customers.

· Excellent organizational skills and attention to detail.

Mathematical Skills

· Ability to perform basic addition, subtraction, multiplication, and division in all units of measure, using whole numbers, common fractions, and decimals.

· Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume.

· Ability to apply concepts of basic algebra and geometry

Computer Skills

· Proficient in Microsoft Office Suite

· Order processing systems

· Human Resource timekeeping systems

Reasoning Ability

· Ability to define problems, collect data, establish facts, and draw valid conclusions regarding glass production.

· Ability to apply commonsense understanding to carry out instructions given in written or oral form.

· Ability to deal with problems involving several concrete variables in standardized situations.

· Ability to prioritize tasks and to delegate them when appropriate.

· Thorough understanding of materials and supplies used in the company.

· Excellent organizational skills and attention to detail.

· Excellent time management skills with a proven ability to meet deadlines.
